This week the French and German governments delivered loud apologies for massacres and other abuses committed or unhindered by their predecessors. Talleyrand has nothing against this sort of thing so long as it is exhaustive and applied to all without fear or favour.
And in that spirit, let him suggest one group of victims in need of recognition. The Bondelswarts in southwestern Africa suffered a century ago at the hands of the South African state, which ruled their territory on behalf of the League of Nations. They were, it is believed, the first civilian population to be bombed from the air during peacetime (although South Africans would probably dispute their civilian status). The Bondelswarts deserve some long overdue compensation.
